Del Schwalls
Del Schwalls is President of Schwalls Consulting LLC, with more than 16 years of experience in floodplain management, flood risk identification, and water resources engineering. He conducts trainings across Florida on accurately completing FEMA Elevation Certificates (ECs) and addressing EC deficiencies. He also assists communities with implementing, managing, and improving their overall Community Rating System (CRS) programs, including guiding them through CRS enrollment, annual recertifications, and five year cycle visits. In addition to CRS, Mr. Schwalls specializes in conducting independent review of FEMA Flood Risk projects and Flood Insurance Studies (FISs), and has developed floodplain modeling and mapping across the nation.
He began his career in D.C. reviewing FISs, Flood Insurance Rate Maps, and flood map revisions for FEMA. He has extensive experience with the FEMA Hazard Mitigation Assistance (HMA) grant program, and served as a subject matter expert (SME) in HMA grants and FEMA benefit cost analysis for the States of Vermont and Colorado. He is currently the Hydrology SME to the Florida Commission on Hurricane Loss Projection Methodology. Mr. Schwalls holds a BS in environmental engineering from Mercer University, is a registered Professional Engineer in FL, AL, GA and SC, and became a Certified Floodplain Manager in 2003. He is a Regional Director for the Association of State Floodplain Managers, representing the states of AL, FL, GA, KY, MS, NC, SC and TN, Vice-Chair of the Florida Floodplain Managers Association (FFMA), and Co-Chair of the FFMA CRS/Insurance Committee.
